Racial tension is not only running high throughout the entire city in this action drama. Racial tensions also come to the forefront when one of the city's previously all-white engine companies gets its first African-American recruit. The new black recruit and the bigoted white fire captain are constantly at odds when racing against time to solve a series of arson fires that are erupting throughout the ghetto areas of the city.
